SECCCA unites South East Melbourne’s councils to achieve a scaled and evidence-based response to climate change.

Our shared mission is to protect communities, reduce carbon emissions, and build a resilient future.

Established in 2004, the South East Councils Climate Change Alliance (SECCCA) was created to foster a coordinated local government response to climate change across South East Melbourne.

For over 20 years, SECCCA has delivered strong outcomes and collective impact across this region, enabling faster, more effective responses to emerging climate risks through shared resources, expertise, and economies of scale.

Together we are better positioned to identify climate solutions and ensure resilient, future-ready communities.

Our Members

SECCCA represents eight South East Melbourne councils. Across Victoria, 69 of the state’s 79 councils are members of a Victorian Greenhouse Alliance. Participation in these regional alliances delivers proven benefits: substantial cost savings, increased capacity, strategic collaboration, and stronger advocacy.

SECCCA represents a region of remarkable diversity, home to approximately 1.5 million people across metropolitan, peri-urban, and rural communities.

Our member councils span one-third of Victoria’s coastline and form one of the largest manufacturing hubs in the country — accounting for more than 45% of Victoria’s manufacturing activity and contributing $85 billion in gross regional product.
